Quest policy should read "No Walk-Ins"
Quest should officially make the call - No Walk-in's permitted. When I arrived to a location in Pinellas County near my home, they shared appointments would take priority, which makes plenty of sense. However, they added, "If all of our appointments continue to show up, you'll continue to be placed at the bottom of our list as a walk-in." If there is no mechanism for addressing walk-in appointments aside from when "appointments" are "no-shows," that would essentially imply No Walk-ins. Change your policy officially, and be open and honest about it.
